I suppose you're right, and people could simply be too idealistic to mean any harm. But then that begs the question on whether or not they're in the wrong if their ignorance causes harm, or if they're a similar victim of unintended consequence.
Either idea is viable, but personally I believe the latter; that it wouldn't really be peace at all.
...Though to be fair, I have seen someone try to mind control a population to achieve world peace and unity. It would've been an extremely boring world if he'd succeeded.
