I know not what kind of thinking she does when she makes these decisions but I've concluded it is very little. [It's a polite way to say she sucks at her job, really...]
You may be right but I am starting to become most hesitant to directly interfere in the affairs of these worlds as we have been doing thus far. It may be wiser if we maintain a stance of neutrality so that peace is more easily negotiated if two warring sides emerge again. In establishing something in each world as a "home base" it would be easier to share information and protect those who are more defenseless. It may also establish us as a neutral third party if necessary.
Of course... getting as many people in the Circle as we have to agree to do this may be the more impossible task.
